Does the Health and Safety team in your business 'own' safety?

Do you think that's right?

Because in most businesses I visit, that's exactly what's happened. The H&S manager carries the weight of it. They chase the paperwork, raise the concerns, write the risk assessments. Everyone else gets on with their job — and assumes safety is covered.

The problem is that model doesn't work.

Safety Doesn't Live in a Department

Safety lives in the decisions people make every day — on the tools, on the site, in the van. The line manager who waves through a shortcut because the job's running late. The supervisor who doesn't challenge the new starter because there's no time. The director who signs off a risk assessment they've never read.

That's where incidents actually happen. Not in the absence of an H&S policy — in the gap between what the policy says and what actually happens at 7am on a cold site.

The Safety Leadership Pyramid

Strong safety culture isn't built from the middle of an organisation outward. It's built from the top down — and from genuine commitment, not just paperwork.

The Safety Leadership Pyramid sets out five levels:

  1. Foundation — Care & Commitment. Leaders demonstrate that they genuinely care and that safety is non-negotiable. Trust is built here.
  2. Manage — Plan & Monitor. The right controls are in place, standards are known and understood, and performance is monitored.
  3. Influence — Coach & Support. Behaviour is shaped through coaching, recognition and leading by example — not just telling people what to do.
  4. Engage — Involve & Connect. Leaders are visible, approachable, and have real conversations about safety with the people doing the work.
  5. Inspire — Lead with Purpose. A shared safety vision exists. People take ownership of safety because they believe in it — not because they have to.

Where Most Businesses Actually Are

Real safety culture starts at the top — not in terms of authority, but in terms of example. When directors and managers visibly care about safety, talk about it, and make decisions that reflect it, the rest of the business follows.

When they don't, no amount of H&S team effort closes that gap.
