Operation Unite: What the EA's 42-Site Waste Crackdown Means for Business Compliance

Residents' reports of foul smells and dust in Lancashire helped trigger Environment Agency action that shut down two illegal waste sites and revoked an environmental permit.

It was part of Operation Unite, an 18-week nationwide enforcement push targeting waste crime. EA officers inspected 42 sites across England, leading to 17 permits being suspended or revoked and triggering more than 30 criminal investigations.

What Operation Unite Uncovered

The campaign targeted permitted waste sites suspected of involvement in criminal activity or severe non-compliance:

In West Lancashire, public complaints about dust and odor at Simonswood and Williams Brothers Industrial Estates led directly to shutdown orders and permit revocations. Elsewhere, multi-agency inspections at sites in Chichester and Hull resulted in immediate suspension notices over unmanaged fire risks.

The headline enforcement numbers are significant, but the operational lesson cuts deeper:

In most organisations, early warnings rarely get ignored out of malice. They get lost in handovers, treated as a minor nuisance, or logged as "handled" simply because a polite acknowledgement was sent.

By the time an Environment Agency officer, HSE inspector, or local authority auditor arrives on site, those small, repeated signals have usually turned into a formal enforcement notice or a permit suspension.
