IOSH magazine is asking OSH people for the ethical challenges and moral dilemmas they have actually handled at work.

Not the neat case study version. The real one.

The half of the job that never makes the tender

The bit where the law is clear enough, the budget is not, two stakeholders want opposite things, and you are the one who has to hold the line without becoming the office villain.

Anyone who has done this job for more than five minutes knows that is half the role. Compliance is the easy half on paper. The hard half is people, pressure, and keeping workers out of harm when the easiest option is to look the other way.

I have been in rooms where "just get it done" and "we cannot afford the delay" sat on one side of the table, and a foreseeable risk sat on the other. You do not always get a clean win. You do get a choice about whether you can still look at yourself in the mirror on the drive home.
